Civil Defense checks the site before it renews the Salamah certificate, and without a valid certificate the Balady municipal licence can't be renewed.

The guidebook sets out 9 Civil Defense standards and 19 checkpoints, from the certificate and fire alarms to sprinklers, exits, flammable liquids and the safety officer, with what good looks like, real enforcement cases and an ideal fix time for each.

The 9 Civil Defense standards

Code

Standard

Ideal fix time

SAF-001

Valid Civil Defense Salamah certificate

72 hours

SAF-002

Fire alarm system operational

Immediate

SAF-003

Fire protection maintenance contract and records

7 days

SAF-004

Sprinkler system condition

Immediate

SAF-005

Emergency lighting and illuminated exit signs

24 hours

SAF-006

Evacuation plan and fire drills

30 days

SAF-007

Flammable liquids storage

Immediate

SAF-008

LPG cylinder installation safety

Immediate

SAF-009

Designated safety officer

7 days

How to run a Civil Defense fire safety audit in Saudi Arabia, step by step

Confirm what applies. List every building on the site (showroom, workshop, paint shop, parts store) and check the Salamah certificate covers each one.

Walk the site, standard by standard. Score each of the 19 checkpoints Pass, Fail or N/A.
