Fines vary by emirate, but the biggest lever is the safety certificate: without it, the trade licence can't be renewed.

This guidebook covers the 5 fire standards every UAE dealership should meet, across the showroom, workshop, paint shop, stores and EV bays, with 14 checkpoints: a valid certificate, maintained fire systems, clear exits, safe storage of flammables and an EV and battery fire plan.

The 5 fire safety standards

Code

Standard

Ideal fix time

FS-01

Civil Defence certificate valid

7 days

FS-02

Fire systems maintained

Immediate

FS-03

Exits clear

Immediate

FS-04

Flammables stored safely

Immediate

FS-05

EV and battery fire plan

72 hours

How to run a UAE fire and life safety audit, step by step

Confirm what applies. Check the certificate's expiry for each site against its licence renewal date, and note which emirate's fine schedule applies.

Walk the site, standard by standard. Score each of the 14 checkpoints Pass, Fail or N/A. N/A only where the standard rules it out, with the reason recorded. Walk every exit route, test the alarm panel, and look at where paint, fuel and batteries are stored.

Capture the evidence. A pass counts only with proof captured at the time of the audit: the Civil Defence certificate, system maintenance tags and records, and photos of exits and storage.

Give every fail an owner and a fix time. Record what you saw and who owns the fix. Each standard carries an ideal fix time, from immediate to 7 days, counted from audit submission (see the table above).

Fix it, then prove it. The site fixes the cause and uploads proof of closure; the auditor checks the proof before closing the finding.

Re-check at the next audit. Confirm closed findings stay closed, and look for the same fail at your other sites so one gap doesn't repeat across the network.

Who this guidebook is for

Dealer principals

Facility managers

Safety officers

Auditors

A reference document, not legal advice.
