1. Are all vehicles sold in California confirmed as certified to CARB's Advanced Clean Cars regulations and applicable vehicle emission standards, separate from federal EPA certification?
2. Is the CARB Executive Order (EO) number confirmed and on file for every vehicle model sold in California, confirming the vehicle meets CARB's more stringent emission standards?
3. Are vehicles equipped with catalytic converters confirmed as using CARB-approved catalytic converter part numbers — with no aftermarket converters installed that are not covered by a CARB EO?
4. Is the CARB EO for every aftermarket part installed on California vehicles confirmed before installation, with non-approved aftermarket parts not installed on vehicles registered or operated in California?
5. Are performance and tuning parts offered for sale or installation confirmed as covered by a CARB EO or confirmed as not affecting the vehicle's certified emissions control systems?
6. Are emission control system labels (catalytic converter sticker, underhood emission label) present and legible on every California-market vehicle, with the label confirming CARB compliance?
7. Is the OBD-II system on all California-market vehicles functioning correctly — with no readiness monitors failing, no fault codes for emissions components, and the MIL operating as required?
8. Is the Smog Check programme understood, with service advisors able to explain to customers which vehicle systems must be operational for the vehicle to pass a California inspection?
9. Are technicians trained on the CARB tampering prohibition — prohibiting modification of any certified emissions control system on California-operated vehicles — with service records reviewed for non-compliant modifications?
10. Is the California Air Resources Board's fleet requirements (for companies operating 15 or more vehicles in California) assessed if applicable to the dealership's own fleet?
