Covers defect identification, recall decision, owner notification, remedy process, completion tracking, dealer communication, and reporting. NHTSA states recalls apply when a vehicle, equipment, car seat, or tire creates an unreasonable safety risk or fails minimum safety standards.

1. Is a defect monitoring process in place, covering warranty claim analysis, field reports, consumer complaints, and technical review to identify potential safety defects requiring NHTSA notification?
2. Is the NHTSA reporting timeline understood — with a defect or noncompliance reported within 5 business days of the manufacturer's determination that a recall is warranted?
3. Is the initial NHTSA notification (Part 573 Safety Recall Report) submitted within the required timeframe, containing all required elements including defect description, population of affected vehicles, and remedy timeline?
4. Is the owner notification letter prepared in compliance with 49 CFR Part 577 requirements — written at or below 8th-grade reading level, containing all required disclosure elements — and mailed within 60 days of the recall decision?
5. Is the recall remedy (repair, replacement, or refund) available and deliverable within a reasonable time, with parts ordered and distributed to dealers before the owner notification is sent?
6. Is the VIN list for the recall confirmed as complete and accurate, with any late-identified VINs added to the recall population through a VIN incrementation submission to NHTSA?
7. Is the recall completion rate tracked quarterly per recall campaign, with the rate reported to NHTSA in the required quarterly report format?
8. Is the quarterly recall status report submitted to NHTSA on the required schedule, covering each open campaign's completion rate, production start and end dates, and remedy description?
9. Are dealer recall reimbursement rates set at a level sufficient to ensure dealers can complete the remedy without financial disincentive, in compliance with the Remedies Act if applicable?
10. Is the Stop Sale or Stop Delivery provision enforced for safety-critical recalls — with affected new vehicle inventory quarantined and not sold until the remedy is available and applied?
