What this guidebook covers
Part 2 picks up where the basics stop. It covers the 146 advanced requirements MHRSD inspectors check: working hours, leave, wages and end of service, Saudization, women and juvenile employment, training, health and safety, and conduct.
As in Part 1, most fines under Decision 112377 are charged per worker or per case and depend on the establishment's size category, so the guidebook shows how to count the workers affected, not just the gap.

How to run a Saudi labour law audit (advanced requirements), step by step
- Confirm what applies. Start from Part 1, then confirm the establishment's category (A, B or C by total workers under the unified number) and which special groups it employs, such as women or juveniles.
- Walk the site, standard by standard. Score each checkpoint Pass, Fail or N/A. N/A only where the standard rules it out, with the reason recorded. Sample rosters, overtime and leave records, wage protection files and training plans across branches.
- Capture the evidence. A pass counts only with proof captured at the time of the audit: rosters, overtime approvals, leave and end-of-service calculations, Saudization records and training plans.
- Give every fail an owner and a fix time. Record what you saw and who owns the fix. Each standard in the PDF carries an ideal fix time, counted from audit submission.
- Fix it, then prove it. The site fixes the cause and uploads proof of closure; the auditor checks the proof before closing the finding.
- Re-check at the next audit. Confirm closed findings stay closed, and look for the same fail at your other sites so one gap doesn't repeat across the network.
