What this guidebook covers
Oil changes, brake jobs, A/C service, batteries and paint all create waste that federal and state law control from the bay to final disposal. Most environmental penalties are counted per violation, per day, so a drum left open and unlabelled for a month is 30 violation-days.
This guidebook covers 13 EPA standards with 39 checkpoints across service, body shop, parts, quick lube and wash bays: generator status, containers, manifests, used oil, filters and rags, universal waste, drains, oil storage, refrigerant, emissions tampering, body shop paint rules, Tier II reporting and the emergency plan.
The 13 EPA standards
| Code | Standard | Ideal fix time |
|---|---|---|
| EPA-01 | Hazardous waste generator status | 30 days |
| EPA-02 | Hazardous waste containers | 72 hours |
| EPA-03 | Manifests and licensed haulers | 7 days |
| EPA-04 | Used oil managed right | 72 hours |
| EPA-05 | Oil filters and shop rags | 72 hours |
| EPA-06 | Batteries, bulbs and aerosols | 7 days |
| EPA-07 | Floor drains and storm drains | Immediate |
| EPA-08 | Oil storage and SPCC plan | 30 days |
| EPA-09 | A/C refrigerant handled right | 7 days |
| EPA-10 | No emissions tampering | Immediate |
| EPA-11 | Body shop paint rules (6H) | 7 days |
| EPA-12 | Tier II chemical inventory | 30 days |
| EPA-13 | Emergency plan and training | 7 days |
How to run an EPA environmental compliance audit, step by step
- Confirm what applies. Confirm the site's hazardous waste generator status first: it decides which container, storage and manifest rules apply.
- Walk the site, standard by standard. Score each of the 39 checkpoints Pass, Fail or N/A. N/A only where the standard rules it out, with the reason recorded. Check that drums are closed and labelled, look inside the dumpster, and trace where floor drains go.
- Capture the evidence. A pass counts only with proof captured at the time of the audit: the generator status record, manifests, hauler licences, the SPCC plan, refrigerant records and training logs.
- Give every fail an owner and a fix time. Record what you saw and who owns the fix. Each standard carries an ideal fix time, from immediate to 30 days, counted from audit submission (see the table above).
- Fix it, then prove it. The site fixes the cause and uploads proof of closure; the auditor checks the proof before closing the finding.
- Re-check at the next audit. Confirm closed findings stay closed, and look for the same fail at your other sites so one gap doesn't repeat across the network.
