What this guidebook covers
The Industry Act fines serious infringements up to €6 million and very serious ones up to €100 million, and each region grades the amount. The authorities can suspend the activity until it is fixed, the town council can review the licence, and the insurer can refuse to pay a claim.
This guidebook covers 6 fire standards for showrooms and workshops, with 17 checkpoints: extinguishers and installations, clear evacuation routes, controlled flammables, the emergency plan, periodic inspection by an OCA (accredited inspection body) every 2 to 5 years, and quarantine for damaged electric vehicles. The guidebook PDF is in Spanish.

How to run a Spanish fire protection compliance audit, step by step
- Confirm what applies. Confirm which rules apply to each building: the workshop falls under the RSCIEI, while showrooms and offices may follow the Building Code (CTE). Fine amounts depend on the region.
- Walk the site, standard by standard. Score each of the 17 checkpoints Pass, Fail or N/A. N/A only where the standard rules it out, with the reason recorded. Walk every exit, check extinguisher tags and service reports, the paint area and store, the emergency plan and drill report, the last OCA report, and where damaged EVs are parked.
- Capture the evidence. A pass counts only with proof captured at the time of the audit: service reports, photos, the emergency plan and drill report, the OCA inspection report and the EV quarantine procedure.
- Give every fail an owner and a fix time. Record what you saw and who owns the fix. Each standard carries an ideal fix time, from immediate to 30 days, counted from audit submission (see the table above).
- Fix it, then prove it. The site fixes the cause and uploads proof of closure; the auditor checks the proof before closing the finding.
- Re-check at the next audit. Confirm closed findings stay closed, and look for the same fail at your other sites so one gap doesn't repeat across the network.
